In 2007 the UK government launched the Energy Performance of Buildings Directive, designed to reduce CO2 emissions from buildings and to improve their energy efficiency.
From the 6th April 2008, building owners and landlords must provide an Energy Performance Certificate to any prospective buyer or tenant when they construct, sell or lease a commercial building over 10,000m² . From the 1st July 2008 the regulations apply to buildings over 2,500m², and from the 1st October 2008 for all other buildings over 50m² . Display certificates will be required for all public buildings greater than 1,000m² .
The certificate will provide a rating of the energy efficiency and carbon emissions of a building from A to G, where A is very efficient. Non compliance will result in failure to complete conveyancing or possible action by Trading Standards Officers including fines of up to £5,000.
The regulations also make provision for buildings with air conditioning. All commercial premises which supply air conditioning systems with a cumulative output of greater than 250kW will require an energy inspection report for the system by 4th January 2009.
